| Board of Fire Commissioners Three elected officials who comprise the Board of Fire Commissioners govern our Fire District. They serve as policymakers and provide guidance to the Fire Chief. They oversee and approve expenditures and serve as the voice of our citizens and our department. They represent us on several boards and committees. Our Fire commissioners also serve as volunteers within the department and are able to observe firsthand the level of service provided to our citizens. Our board is recognized by the Office of the Secretary of Defense, Employer Support of the Guard and Reserve as a "Patriotic Employer" for contributing to National Security and Protecting Liberty and Freedom by supporting employee participation in America's National Gaurd and Reserve Force. Bill Owen joined the Bald Hills Fire Department shortly after the volunteer fire fighters came to his house in the early morning hours of July 5th 1989 to put out a brush fire that was accidentally started by Bill and his boys (from shooting bottle rockets the night before). Bill holds Fire Fighter I, First Responder, Wildland Fire Fighter II, Instructor I, and questionable cooking credentials.
Favorite saying: "The only person who doesn't make a mistake is someone who doesn't do anything".
Favorite activities: Canoeing, mountain biking in the woods, military strategy games, movies, and politics. Roger McMaster, Chairman, Position 3
Roger V. McMaster has been an active volunteer of Bald Hills Fire Protection District 17 since 1993. His experience, training and certifications include: Firefighter 1, Fire Instructor 1, EMT, EMT Instructor, American Heart Instructor, Wild land Fighter 1, and Wild land Firefighter 2. He is a FEMA Disaster Reservist Operations Officer and CERT trainer.
Elected as District 17 Fire Commissioner in November 1997, Roger has served as Chairman of Board since his election. In addition, he has been past president and current Secretary/Treasure for the Thurston County Fire Commissioners Association. An Eagle Scout, he continues to be active in supporting and sponsoring scouting activities in the Bald Hills. As an owner of a small farm, his hobbies include raising Heritage animals, beekeeping and collecting Americana. Roger is a graduate of the United States Military Academy. He retired from active duty in 1994. In 1982 he married Diana, has 2 children and 4 grand children. He is an active member of the Bald Hills Community Church. Helen Heywood-Mang, District Secretary
Helen Heywood-Mang joined the fire service as an Emergency Medical Technician in 2003. She was appointed District Secretary and Executive Assistant by the District 17 Board of Fire Commissioners in 2008. She holds the following credentials/activities: Washington State EMT, National Registry EMT-B, EMS Instructor-Evaluator, Fire Instructor 1, AHA CPR / First Aid Instructor, a member of the Washington State Homeland Security Region 3 Incident Management Team, member of the Thurston County Medical Reserve Corps, and a Washington State Emergency Medical Volunteer. Helen retired from the Los Angeles Superior Court following 30+ years of service. | Chief Officers Mark Gregory, Fire Chief
Chief Gregory and his wife Carrie have lived in the Bald Hills since December of 1999. He joined our department as a volunteer in 2000 and was appointed Fire Chief in 2007. Chief Gregory is extremely proud to serve the residents of the Bald Hills and neighboring jurisdictions throughout Thurston County. He continues to serve our nation as a reservist in the United States Navy. "I strongly encourage you to actively volunteer in an emergency services organization wherever you are. You will build confidence in your abilities and in those with whom you serve. I believe you will find great reward in the knowledge you gain and will develop courage through training and execution of that knowledge. I have been passionate about the fire service since I was a young boy going on calls with my father who was also a volunteer firefighter. In the 32 years that I have been a firefighter I have been blessed with serving departments all over the world and meeting some of the greatest people who serve the fire service. My great fortune has continued with becoming “17 Again” here at the Bald Hills FD. I am very proud of the members who give so selflessly to help their neighbors in their time of need. Not only have I found others who share my passion for the fire service but many new friends to share my outside interest in the outdoors, hunting, fishing, handy man projects to community service events. We are one big family. I invite you to join our family and experience the joy of being more than you thought you could be. | |

I joined the Bald Hills Fire Department in 2007. I'm a retired teamster, father of three sons and proud grandfather of nine. While raising our family, my wife and I were very involved in coaching sports, scouting and wherever needed in our community. As a volunteer on the Bald Hills Fire Department, I have gained certifications for Wildland FF-2, Firefighter-1, National Registry EMT, Thurston County EMT, and the rank of Lieutenant.
